that is like asking why people don't make a lock for their brake pedal. ratcheting handle is good for parking, non ratcheting hydro with dope clamp + efficient power transfer is for racing.

A hydro brake would require an external valve in the brake line to lock it (not just a ratchet mechanism) which will bleed over time - hence ineffective for park brake.

not to mention disks frequently get slightly thinner when they cool down, so even if there was no bleedage it would still gradually let go. Unless you absolutely rip it on, and even then you run into what kid karola said.
