The TVIS plate sits in-between the intake manifold and the head, the theory behind it is that only four intake runners are open at low revs to keep the intake velocity up. Somwhere around 4400RPM - 4500 RPM the ecu triggers a vacuum switching valve to open up which in turn causes the engine vacuum to open the other 4 intake runners in the TVIS plate. This way the engine is getting more air as its under a greater load, This helps the engine keep its low down torque.
The 100KW (smallport) motors don't have the TVIS plate, as the "small ports" are what helps keep its intake velocity up.
my write up on rollaclub.com faq (http://www.rollaclub.com/faq/index.php?title=Tech:Engine/A_Series/TVIS)
