There are two ways you can do it.

The first is to tighten the twisty thing. This should really only be handtight.

The second is to adjust it on the drums. This is the proper way to do it.

-Chock yo car!
-Slacken the adjustment knob at the lever until the cable has some slack in it.
-'Crack' rear wheelnuts
-Jack up the back of the car, and use jackstands to keep it there.
-Remove wheels
-Remove drums
-Ensure drums don't have lips on them (if they do, get them machined off)
-Turn the little handbrake adjustment gear (i'll find a generic picture) to adjust the brake shoes. This should be adjust so the drum will slip on and off with a teeny bit of resistance from the shoes. Too much and you'll effectively have your handbrake partially applied all the time. Trial and error is the go here. adjust, fit, adjust, fit, adjust, fit etc. until it feels right.
-Refit yo shit, put the car down
-Tighten the adjustment at the front til there is no slack nor tension on the cable
-Test. If it's still too slack, adjust it up more at the front.
-Win.

As Javal says, you should adjust your handbrake in two spots (well three I suppose).

- At the lever. This should be set so the cable is just slightly slack. As soon as you lift the handle even slightly the cable should tighten
- At the drums (I'm assuming you have drums). The shoes should just not be dragging on the drums.

how about discs

Disc - handbrake adjustment, from memory: AE86 and AE92

Loosen the adjustment at the lever so the cables are slack.

Remove a brake caliper and pads, wind the piston right in, re-assemble with pads. Do the same on the other side. Do not operate the handbrake lever yet.

Press the brake pedal a few times, bleed the brakes if needed.

Observe that the handbrake levers at each caliber are at their stop, and no tension is on the cable.

Operate the handbrake lever, and adjust it up at the lever untill it makes about 5 clicks.

My foolproof version anyways.

Note that these disc are notorious for not working when not adjusted right. On your average AE92-SX, the handbrake may only be operating just 1 wheel and the owner would not know. It just comes down to adjustment.
