well pvc is the stuff that they make drain pipes with.
a PCV is positive crankcase ventilation, and its in the plenum which that hose goes into. its part of the emissions system.
The PCV is located inside the manifold on the 4age, If you plug that hose with the tape on it with a bolt does it fix the high idle?. Get a can of carby cleaner, wd40, crc, etc and spray around any suspect areas and see it the engine rpm changes

hmmm this is getting interesting by the momment lots of answers and good stuff that people can follow because i know alot of people that got the same problem.
and dylan i will give it a go tomoz after work and see if it does change
but i do notice when i pull off the blocked one that has 3 nipples my reeves drop a fair bit could that be a solution too?
it runs from the PCV on the plenum to the rocker cover....you can see how the hose is sitting right next to where its supposed to be fitted.
but now the catch can has been fitted, the hose has just been taped up
hmm i was told by mates that were usually the catch can is taped into could tat be a cause why the idle is so high?
