so 200mm is total width? Then they are 7J
If you measure from the back edge of the rim to the bolt face and minus half the total width, will give you the offset.
(It might even be stamped on the back of the spokes/rim)

If he measured 10cm each side to the OUTSIDE edge of the rim = 7"
but if that measurement was taken to the INSIDE of the bead* = 8"
*This is how rim width is generally measured, but the post was ambiguous. By center does he mean the split in the rims or from the outside of the center? not sure if these are put together like say a SSR Mesh or Mk-II where the center is sandwiched between the rim halves (he doesn't mention the center thickness...) but if that's the case you maybe right.
