If the stud is touching the front of the bolt hole then either your stud is bent or the dowel isnt locating properly.
Any core shift between heads is irrelevant after machining, because the machining of the head bolts and dowels is done AFTER the head is cast, so casting differences makes absolutely no difference.
Also, all of my heads here have ~ 0.2mm gap around that particular stud.
I still maintain its not an issue at all, provided your engine is correctly assembled with dowels in place.
If it really worries you then simply drill out that head bolt hole to 11mm. That will increase the clearance for the oil gallery, and will only reduce clamping force by a poofteenth (from memory roughly 0.6%) as the load spreading washer is 18mm OD.
so can we lay this to rest as to why some people have problems and some dont, asside from the fact that the dowels werent in place?

yes but it wasn't resolved very well, Wouldn't you agree Nick? The question still remains, Why do some people have this problem and not others? Fair enough that he didn't use dowels,That pretty self explanatory, But what about other people that swear by this aswell? I don't see why this is such a problem, you guys should all be checking all these things whenever you modify anything with engines considering how critical oil supply is. I don't mean to sound harsh or condescending at all, but you can never just fit any components and not check everything with any aspect of engine building so these are no different.
Also, the issues with these stud kits have been a known quantity for a very long time with regards to distributor shaft clearance and the oil gallery and ARP have very little desire to change the product.
I have read that this was also an issue with their 22R ARP Stud kits a while back but they have since rectified the issue. Maybe call ARP and ask if they can supply a correct stud for that location or replace with Toyota new genuine or another brand.
