CAMS tarmac rally rules, especially for the are strict in the extreme. You'd be able to run a bigport powered AE86 with a fairly stock chassis configuration - i.e. along the lines of a group A car - but thats about it.
Rookie Rallye runs to something approaching PRC rules AFAIK.
The targa website definition isn't even a summary, 10 lines or so says fark all about the overall content of the rules which are 22 pages alone for the modern category specific.
I don't care who anyone knows or how much "will" they have, no turbo AE86, and no engine converted AE86 (i.e. other than a JDM spec 4AGE) is going to be entering any proper CAMS tarmac rally in any competitive sense. Possibly something like Mount Buller, or the Duttons motorkhana rallies, but no proper tarmac stage rally.
Seriously read the fucking rules, theres absolutely no chance of a 3SGTE AE86 being legal.

Classic? Classic's cut off is 1981, can't see how an AE86 could run in that classification.
Heck, you're even limited to a T50 and T-series "Gearbox/Transmission/Final Drive

and the cut off for classic in targa tas isn't 1981... as it says on the targa tasmania page...
