image shack it is
paint works
goto image - STretch/Skew
and put say 50% in each of the first 2 boxes then press ok, and now u have an image that is quarter the size (yes quarter because its half of each dimension)
but yeh paint is easy, just make sure u save it as a jpeg not a bmp!
or get
irfan view (i think) i use it because u can resize batches of fotos,

yeh paint is nice quick and simpleand save it as a jpeg too.
i use MS pic editor
go edit
resize
gives you a choice of sizes
Or you can upload them to Photobucket, have them hosted for free AND resize them at the same time! Wo0t!
just use MS paint and press Ctrl-W
