IF my fuse box has japanese writing on it does it mean it's a japanese fuse box? Also will running the orginal ae92 fuse box affect the performance of a 20v motor?

Most (if not all) Toyota fuse boxes have Japanese writing on it, so it makes it hard to say. If the original AE92 had a 20V in it you can use the loom, if not I'm sure you will need a 20V loom/ECU to go with it

Some info on whats goin would be handy, but in short an AE92 with a 20v conversion, will have the 20v harness wired into the fusebox for electrical power reasons nothing more, the computer runs the motor, not the fusebox.
