There are two ways you can do it.
The first is to tighten the twisty thing. This should really only be handtight.
The second is to adjust it on the drums. This is the proper way to do it.
-Chock yo car!
-Slacken the adjustment knob at the lever until the cable has some slack in it.
-'Crack' rear wheelnuts
-Jack up the back of the car, and use jackstands to keep it there.
-Remove wheels
-Remove drums
-Ensure drums don't have lips on them (if they do, get them machined off)
-Turn the little handbrake adjustment gear (i'll find a generic picture) to adjust the brake shoes. This should be adjust so the drum will slip on and off with a teeny bit of resistance from the shoes. Too much and you'll effectively have your handbrake partially applied all the time. Trial and error is the go here. adjust, fit, adjust, fit, adjust, fit etc. until it feels right.
-Refit yo shit, put the car down
-Tighten the adjustment at the front til there is no slack nor tension on the cable
-Test. If it's still too slack, adjust it up more at the front.
-Win.
