Is it proper chrome or just the cheap coating they put on the plastic? Either way it just needs to be scratched up good and proper. A scouring pad should do the trick or fine steel wool.

From what I was told they were genuine toyota quadies, they were black when I purchased the car but have chrome breaking through underneath. guessing its the cheap plastic they use on mass produced junk
I would start by getting all the old black off to see what's underneath properly.
