OK, I'm going to try this and let you know, but how about a hosed igniter that both deceives the tach and, thinks the rpm's are high, thus advancing the spark?

Your 4A-C's got electronic ignition? Our AE86 ones never did, although some(?) AE82's got it. So we can't help you there.

Try swapping ignitor, coil and distributor with a known working one. Or even the dash cluster. Take the tach wire off at the coil/ignitor and see if the needle spikes around from voltage variation due to cranking.

I don't have a spare distributor handy. I just bought this thing last month. The records show a distributor, coil and rotor purchased this year (and it does look new). But the igniter was not replaced. So, it doesn't advance the spark? It is just electronic points?
Anyway, I did get a good igniter I am going to try. If that doesn't do anything, I'll try the sensor coil. I love that this thing has so few parts, there really can't be much more to replace! I suppose the tach is possible, but I wouldn't think it could provide its own voltage.
Also need to check the EGR as I've heard they are prone to sticking on this platform.
Will let you know.

I know nothing about the 4A-C electronic ignition.

Does it have the 24/4 toothed wheels like a 4a-ge distributor?
I'm guessing the the ignitor is also the ignition computer in this type of system?
The tacho feed (black wire) comes off the coil negative side or direct from ignitor? <- unplug/undo this and see if tach moves around. Could be shorted inside the tach unit or something.

What does the coil look like? err, i mean is it black or silver red bull can size thing?

You can fix this problem and EGR by swapping in a SR20 or KA24. but you probably have smog in your area, not that it's hard to pass. :(
