it is possible to fit smaller tires to bigger rims..

I think you'll find he's checking beacuse of the look of the dish on the rim not the tyres. If it's offset to suit an s13 though it is possible for them to be 8". It's a good idea to measure this stuff as it's always asked in every rim for sale thread.
