Since ive never had this car on the road, i never noticed it was lacking on a horn, on closer inspection i found the horn to just be disconnected....then when i did this i tried the horn button, nothing happened....then i leant across the steering wheel into the passenger footwell to get a screwdriver, and the horn went off, loud as anything, scared the complete shit out of me. i took everything apart to have a closer look, and now im stuck........

i took off the bolt on the steering boss. (this is aftermarket im assuming, i have nothing to compare it to), and still nothing will move! i took everything aparat behind the wheel as you can see, i know the contact thats in there is shorting or somthing, hence it going off randomly, but i cannot physically reach it, due to this damn boss not moving.
any suggestions?
