help with Hand brake

hey there

all of a sudden today, my handbrake stop working, so i jacked up car and look and cables havnt fallen off its still attach to my rear disc
the problem is, i pull my hand brake up and it still rolls, so i tighten the nut and pull on it, and its very firm (feels good)
however it still rolls.. weird? any help or ideas ?

check the brackets which hold the outer part of the cable
theres one on each side
you will know what i mean when you get under the car and look

ok I double checkd everytihn today, it all seems fine however hand brake still dosnt work, all the cables are on right and the brackets are all there on right.. I look at the caliper and when hand brake is pulled the lever works but it wont stop car will keep rolling..
any ideas ???
