Newb question but when i set it to 10 BTDC, does that mean the mark on the crank pulley has to line up with the 10deg mark on the cam gear cover?

Bingo! line it up with the 10 BTDC mark and the cover.
set at base idle with t(e) and e1 shorted

I tried to do the timing today but when i put the crank pulley on 10BTDC, the belt is loose as fuck on the right hand side. When it's on 0deg it's all tight. there is absolutely no way i can get the belt completely tight unless it's on 0deg as i have tried eveything. any suggestions
