vacuum leak?

Vac leak, fast idle speed set incorrectly, idll speed screw not set right, just as a (very) rough guide. But knowing what engine it is would help heaps :)

^^^As he said.

My old 4AGE encountered a number of vaccum leaks over time which would increase the idle. If it is a 4AGE check all the vaccum line around the throttle body and check to see there is no leaks allowing more air into the intake.

if it is when you first start it when cold, it will be the cold start idle up working, this is fine, but if it continues to do it once it's warmed up then it is most likely a vaccum leak or an incorrectly set idle speed.

if it isnt, wait till the motor cools down and spray some water with detergent on the motor around the inlet manifold where all the gaskets are, then start the engine and look for bubbles

...or does that work only for exhaust manifolds??

i'd say that would only work for exhaust, as inlet would be sucking IN air where as exhaust blows it out,
