The fans inside the car that blow the air out or the fans on the condenser in the engine bay ?
If its the fans inside it might be the fan speed resistor.

I meant to say fan resistor... basically to check it, I have no idea how many pins the plugs are, but as ou go up speeds the resistance should increase... but don't quote me, thats just off the top of my head

fan speed resistor is the likely cause, usually a small chip looking thing behind the fan itself, if not how about a fuse/ relay or even the switch?

falcon fan speed speed resister is held in by 3 screws in the heater core, right behind the glove box, that could be a possibility, id try that first

If it only works on number 4 or fastest setting then its the resistor. Only because the highest setting by-passes the resistor. Lower settings wont work because they all go through the resistor.
This is all from my experence with other cars. I can't recall ever doing a fan resistor on a ford.
