If a timing belt snaps on a 16v does it bend the vavles or is it okay?

unless its modified its fine, all twin cam A series engines are meant to be non interfence, I have my doubts about a 20v blacktop though.

yes very much, the only thing that can change that is if the head is shaved, different pistons, more agressive cams

none of which you have and so you will be fine

sweet, but for future reference if the above is done can i still have a non interferable engine?

depends on how far you go, the trick is to put the head on block with no gasket and with the cams in such a position that the valves are fully open, turn the engine over slowly by hand and if it doesnt touch then it wont touch at max revs with a gasket 0.8mm or over in place.
