just wondering what has to be done to be able to engineer ke70 with 4age in it in nsw.
do they need sprinter struts.

Ring an engineer dude, check out the street machine mag website, they have a list of all the current automotive engineers in each state. Ring one and then you will know for sure what you have to do.

depends on the engineer, and the state. here is the wrong place to ask. ask the engineering who will be plating your car.

some are also willing to let little things slide...

these are some of the things you might need.

ULP restriction in the fuel filler neck (kinda redundant these days.. but still a requirement i'd say)

catalytic converter in exhaust.

all standard emission control devices that came with the engine.

enclosed airbox (not a pod).

standard ecu.

safe fuel system.
