Self serve wreckers are good for those bits. Its a throttle stop dampener if im correct. Have gotten away without using it before but worthwhile to have. Might have a spare one around if you can't find one.
there's more details as to why it's good to have when adjusting your idle/throttle stop but im probably not the best at explaining it

yer pretty much what grey said, it advances your timing as the revs increase, + throttle body cooling to help with combustion, contains a wax pellet that has issues with age, best bet would be to fabricate a block off plate and remove it, its not a big job or you can folk out and pay a stupid amount for one

I think Chris is just talking about the lines on the cold start idle up unit, not the unit itself. As Geoff said, it's not really needed but does stop the throttle returning sharply.

Also make sure you block off each port separately and not loop two of them together with a hose ;)

No probs. In a nutshell when you release the throttle it acts like a cushion so the rapid closing of the throttle doesn't make your car stall. Air travels through it so if you find you have wound your idle screw all the way and the car still idles high you need to adjust this thing.
I've been mucking around with this stuff for ages trying to get a decent idle. For me at least its been a nightmare.
And dont ditch cold start unless you have to. Its good to have.

I had to pull mine off as it was shagged and idled the car around 2000rpm! Fine without it but cold starts are a pain plus no "cushioning" which is nice.
