The 2 hooks 1 either side in engine bay near brackets for the hoods. I assume that they are there for looking in the standard bonnet. So my question is are they really needed if l am gonna run a aftermarket bonnet with hood pins as well?

They are there so in the event of a front end collision the bonnet gets hooked on them and bends at the crease point in the middle of the bonnet, not pushed up into the windscreen

Hmm Since l am running an aftermarket bonnet is it really needed? Can l cut them off?

Are you worried about the legalitys of running a fibreglass bonnet?
Its really upto you in the end. Its there to help the bonnet bend in the middle in the event of a head on. Fibreglass doesn't bend, if you cut them off and have a head on your bonnet will end up covering your windscreen

Why do they need to be cut off?

I would leave them if you value your head... :)

pretty much, you'll most likely end up fitting a steel bonnet to it again one day and you will wish you left the hooks on.

just cut holes in the bottom of your bonnet instead, easy job
