The bottom one has 22 splines. just because two are missing doesn't mean they are not there. Normally called a "master" spline. but in this case it doesn't matter.
I'm hella confused, apparently 86 are 22 spline, doesn't matter how many times I count these they are both 20 spline but I'm positive one of them was used in my jap t50, also obviously one has 2 bigger splines.
I'm pretty sure that one of them is also a t18 shaft

Early T18 (and older Celicas) uses 20 spline, just like the top shaft.
Late T18 and AE86 use 22 spline, like the lower shaft. The 2 "bigger" splines simply fit over 2 splines on the output shaft, rather than matching "big" splines. So if you count them as 2 each then you get your 22.
