Its fairy easy and hard at the same time. The best method is cut and plate the affected area. If the rust is on an exterior panel try and get some fresh steel from a donor car with no rust in that area.

When cutting out the rust start as small as possible and increase the hole slowly until the outer rim of the hole is fresh steel. make a plate out of sheet steel or panel and carefully weld it into place. Take as much time as you can so that you don't warp the steel.
Run what ya brung...............and make damn sure ya brung enough!!!!

    bah, go learn for yourself.
cut the panel out, weld a new panel in
treat with something designed to stop more rust. i use penetrol
bog over this and make it the shape u want
it takes forever to get it right
prime/putty/paint. read read read. theres lots out there to teach you how to paint a car etc.

p.s. mig welder for panel work. arc burns holes, sometimes i use the arc to remove sections of steel thats how easy you can burn thru it

im a panelbeater and have done rust repairs in many cars. latest technology is panel bonding.
glue, kind of stuff that bonds steel together as strong as welding. so instead of welding in bits of steel and stufing around with heating/cooling steel warping panels, i just clean the rust on the inside of the panel
and paint and dirt with a coarse sander 36 grit or grinder, find a piece of steel that covers the hole and a bit then clean the bit of steel with 36 grit sander or grinder and glue in on the inside of the panel. then put a little bit of filler over the patch no warped panels BETTER than welding. just make sure you use goo quality filler and 2 pak paint cos moisture will get through from the outside in otherwise!!! (panel bonding is available through any crash suppliers even cheap arse k+h make it)
