Okay.. I know its not an AE86.. It's for an AW11..

    16v 4AGE..

Any ideas as to what the problem could be.. We disconnected the fans and chuck em to direct power and they run..

Stuffed solenoid? This happened in my ae82 and i nearly cooked it!!!!!
Look in the engine bay fuse box and their should be a round metal thing (or cubish black thing) labeled as fan something or other ( sorry for the technical jargon ). Anyway sneak down the street and steal another like it from a nieghbours car (or parent or housemates) and put it in and see if that fixes it.
Other wise might be a fuse, bad earth, stuffed thermostat(this would mean that your heat guage wouldn't work either)
Or it could be littlegreen gremlins. In which case the best solution is to get a couple of those bug bomb cans, set em off and shut the bonnet on em(works best in a confine non airy place. Knocks the little buggers dead!
    Cheers

PS I'm serious about the bug bombs!

You should be able to use your coolant temp switch to switch a relay to control the fan. All covered in the above thread.
