Steering can feel heavy for heaps of reasons.
Start with a good wheel alignment say, toe - 0deg, caster 2.5deg and camber as close to 0 but still equal to the other side. As with toe and castor, as equal both sides as possible. Any decent wheel alignment place should be capable of that, if not, dont go back.
Then if steering still heavy, check tyre psi, should be about 36-39psi or do this before wheel alignement.
If still heavy, have you steering rack ckecked out, i dear say the bush's inside are fuked. And/or your tie rods are totalled, but would cause other problems that would be more noticeable the heavy steering.
Power a motor generates and at what rpm are detirmend by many things. Cams and ecu used, tuning, exhaust system design
For a start what type of 4age, and we could go from there.
3000rpm seems maybe a tad bit low for peak power especially on a 7000-7500rpm capable motor.
