whatever it is try using a lightly damned cloth with some thinners on it. Whatever you do make sure it doesnt drip anywhere. So can you tel if its on the inside or the outside?

i take it you've tried cleaning it?
my windscreen used to fog up heaps even with windows down etc.. i believe it had coolant vapour residue on it from when my heater core shat itself and coolant came out the vents
mate fixed the problem by taking a squeegey at a servo to the INSIDE of the windscreen.. it was a bit messy and we defiantely got some weird looks but it was very effective. highly reccomended
There is a current thread on Toymods, they are saying to pollish the window with toothpaste.
