i run 14's for pure drift... you cant be cheap. gotta get quality tyres with stiff sidewalls.
I've always run 15's on the 4 AE86's I've owned over the last 8 years or so. 205/50/R15's usually,as that size is an exact match for the std rolling diameter of the stock 13's.
performance has already been mentioned,and this is the main reason I run 15's. how progressive breakaway is,depends as much on the tyre model you're running as the size itself,and how much 'stretch' you're running. it will vary from tyre to tyre,and car to car dependant on your suspension setup.
you can still fit pretty wide and outboard offset wheels in under std guards. hell,I got a 17x9" +20 with a 255/40/R17 under std rear guards!

there are a LOT more factors than that
14's spin better
