unbolt 1/4 panel and door and rebolt together but pull them apart from each other. the bolt holes in the 1/4 panel are a couple of mm bigger than the bolt size so u should be able to move it a bit so the door will clear it. thats where i would start
Has anyone had this problem before:
my drivers door as you open it, the first 100mm then it scrapes for 100mm then it stops scraping and goes back to normal!
how do i fix it?can i adjust it or do i need a new hinge?(can i get them from any where?how much?)

If your car has been repainted, there are a few reasons why this would be happening...
Option # 1 - The guard has been repaired and the shape has changed on the contour of the lip - probably not the most likely Scenario
Option #2 - Your door gap / guard alignment are out - you need to get your door opening setup properly and make sure that the guard is lined up too. Use of spacers (shims) under the lower or back guard bolts to space it out a fraction might also help

the same thing happend to me when i removed my guard to get at my antenna cables on my 70
all i had to do was take the guard off again and make sure u line it up properly before u bolt it up again and u should be sweet.

Blairs car has done this to the EXTREME!!!! hinges have dropped, you now actually have to lift the door to close it.
i'd look to do as suggested above, if none fixes it i'd be looking at hinges, they are quite heavy doors so hinge failure is inevitable..
