Ive tried searching, but couldn't find what i needed. I have s13 Lower control arms but my steering rack isn't long enough. Im using xt130 steering knuckles. am i doing something wrong? do i need an 13 steering rack?

I'd say using XT130 steering arms is doing it wrong. From what I remember they are longer than both AE86 manual and power steering arms, plus the S13 LCA balljoint won't suit the taper in the arms.
As for the rack, Skylar has answered that. RA40 tie rod tubes and tie rod ends give you more length. RA60 rack ends also give you more length, but move the balljoint inboard a little compared to AE86 ones.
What exactly are you trying to bolt together/achieve?
aw11 rack ends S13 tierods, are perfect (also easy to get roejointed ends etcetc)
Holy crap, I just realised that OP isn't running S13 suspension but just S13 LCA.
Why not run the sigma LCA which are like 30mm longer than stock arms? has a bj with a better fit than S13 bj, unless you've swapped bj's to suit toyota stuff?

If you are running S13 LCAs but XT130 steering arms then you are headed for trouble. Try bolting your steering arm onto your LCAs and see what happens.
However if we've misunderstood what you have and are trying to do then please explain a little more clearly what parts you are trying to put together.
I've drilled out the steering arms to fit onto the ball joint on the s13 LCA's and also drilled holes for the ke70 caster rods to fit the LCA's. The sway bars fits and all I'm looking for are longer tie rods for a stock ke70 steering rack.
I hope ^^^that^^^ all made sense. The s13 tierods don't fit my steering rack ( surprise...), I think what Hen said above was to use RA40 tie rods? Does anyone know if that will fit? Can i use any other steering rack that will fit onto a 4A crossmember?
Yes, that makes sense. It should hopefully work.
You simply need longer rack ends and/or tie rods. As mentioned above AE86 rack ends and RA40 tubes/tie rods should work (I think they will be long enough). Or you could use RA60 rack ends rather than AE86, they are a little longer, though the inner balljoint sits slightly further inboard.
Forget S13 tierods. They are only used if you are running S13 hubs/coilovers.
Check the length of your XT130 steering arms too. They may be very long compared to AE86 arms, giving you slow steering and little lock.
