How far down the path are you?
From my experience for turbo applications, bin the 16v head and put on a 20v blacktop head and retain vvti... Otherwise you need to port the 16v head quite extensively to get it to flow maybe as well as the 20v item. I wouldn't stroke it if adding a turbo to the side.
The most common way of stroking the 7a is to regrind the 7a crank rod journals to the same size as a 4a. Spool should provide you with rings , bearings , crank and pistons. So obviously use those ones. Get your block checked for wear first to work out what size the pistons need to be.
Then once you have the pistons send the block in for machine work.
