    NSW your not allowed to lift any carpet etcetc, we have had to pass cars before with a hungry jacks tray silastic to the floor, painted black(underneath), with the carpet over the top (inside)

    hah sounds like my first mini i got rego'd, but mine had old rego plates riveted to the floor with a bit of filler over the top and finished off with body deadener.
    so long as where the rust is is not structural and you cover ups are half decent i'll think your going to be ok, but if you have the time/inclination do it right the first time around and you wont have to repair it again for ages
