Depending on how much lower you want to go and what shocks you have at the moment you may be able to get away with not changing them, but it won't be ideal. Spring wise I would get some falcon or landrover springs from the wreckers and cut them and get some excel-g shocks and you should be around your budget. Again don't expect it to be amazing for that price though.

If you want decent handling but still on a budget, talk to Dave at AJPS. Just get a decent set of stiffer springs with some good shocks like KYB's or even Bilstein if you can afford them and it will be pretty good. AE86 coil-overs can be made to work, but then you'll have issues with the 86 brakes being too small. Or you could spend $2000 and get shockworks coil-overs and have a near perfect daily setup and keep the bigger brakes of the Corona.

St141 (maybe same as RT142) struts. Good shock options and instant brake upgrade option (R33 calipers and BA falcon rotors - bolt up)

I dont know. what do RT142s have?

My friend is putting a 1UZ in his ST141 at the moment, and the setup I mentioned is what he is using.....
Those struts accept SW20 AGX adjustable shocks......

I have just put a basic setup in my RT142 Avante with IRS and it feels very good for a simple setup. Took it out to a Gymkhana on sunday and it loved it.

-6KG AJPS springs all round 40mm lower, RA65 celica struts (10mm bigger disc and also vented rotor)
-KYB Excel G front shocks that AJPS supplies, short stroke with strut spacer in bottom and correct gland nut (50mm) shorter.

-Rear i used full length stroke AE86 TRD Blue adjustables which worked well, kept sprongs captive with about 45mm droop.

I replaced the worn out tie rod ends, lower control arm balljoints and the steering rack ends with new. The front end bushes with Super Pro while i was at it, Castor rod, Lower control arm, swaybar link + D and threw on a strut brace.

Got it aligned with the castor as positive as it would go and it handles waaaaaay better than stock while still being soft enough to be comfortable to soak up bumps. Be wary of lowering the rear too much as the negative camber gets excessive. even at 40mm lower is went doen to -2.2 which isnt ideal if you have a heap of power. Someone was selling weld on kits to make it adjustable somewhere dont know who tho. The only thing this setup is longing for is front camber. Either put in some XT130 control arms or go to coilover RA65 front end with adjustable cambertops. New rear swybar bushes and subframe bushes would feel nicer also.

ST141 and RT142 brakes are 10mm smaller and non vented and also have less pad surface area than RA65 celica. Good cheap upgrade.

Also the setup i mentioned can be had for around 1600 incl strutbrace and alignment.
