Had this problem in my old car, all it is, is the spring on the throttle attatched to the intake mani, just go buy a new one![]()
was a thread about this earlier but i think mine is somewhat different, sits @ idle 2000 but if i tap the throttle quickly goes down to 700, but when i drive again n hit next redlight its idleing @ 2000 again, but same thing happens as i can temporarally fix it by tapping thottle, would this just be some slack in throttle cable or it catching on something or a more mechanical issue ?

You need to give us more detail about:
What car
What engine
Yes, more info would help.
But it sounds like your throttle might not be 100% free to turn. Try cleaning all crap off both the plate and the pivot, and cleaning and lubing the return spring. Or if needed replace it as Gumbie said.

Spray it all inside the throttle body, with the car runnign, it will clean anything and everything it touches, while it lubricates.

and gumbie was there a place u got the spring from brand new specificly ? like repco or bursons or whatever so where to go
