Unplugged the vacuum lead to the FPR, the pressure sat at 40psi. I think it must work. 40psi max seems like a reasonable pressure for factory I suppose.
The car is still not as fast as I think it should be...feels like 130hp instead of 165 or 170. I guess I'm going to do a compression check after plugging in the o2 sensor and try to figure out what my problem is.
