Nikkojoe is on the money on all counts.

1 - I think this in an aircon or PS idle-up feed. From memory I blocked it.

And yes your idle speed control valve (? in the same picture) is missing the top part which controls it. You can plate off the entire valve to get things going to start with. You'll either have to toe it to keep it going while cold or put up with a high idle when warm though.

Also with the throttle, you can use the stock AE86 cable if you take the mount off the throttle shaft and rotate it through 180deg. Now it "points" over toward the brake master and the stock cable reaches. You just need to make a mount to bolt the end of the outer cable to (I used two of the big bolts which hold the throttle body to the manifold to hold this in place).
