That's some crazy rust. I wouldn't have bought the car if it had that much rust.
However, if you want it to look decent, and don't care about the minor loss of structural strength, you can simply cut out the majority of it, give it a good treatment (use some POR15), fiberglass/bog it up and paint it! It is easy to do yourself and is very cheap...but takes a bit of time.
